Carlos Manuel Baptista Lobo has been Vice-Rector of the University of Lisbon since November 2009, having served as Secretary of State for Fiscal Affairs in the 17th Constitutional Government from 30.01.2008 until 31.10.2009. He was born on 3 May 1971 and obtained his Degree in Law from the Faculty of Law, University of Lisbon, from where he also obtained a Masters in Law and a Doctorate in Law on the subject of Networked Sectors, Competition Regulation.
He has participated in drafting various community legislation as a national expert in tax, banking, securities and competition issues. He has coordinated various committees and working groups.
CURRICULUM
Educational Qualifications: In 2007: he submitted his PhD dissertation – Networked Sectors, Competition Regulation; 1999: Master’s in Law with the Dissertation "Banking Competition? A study of community economic law." 1995: He completed the taught component of the Master’s in Legal and Economic Sciences at the Faculty of Law of the University of Lisbon. October 1994: He applied for the position of Trainee Junior Lecturer at the Faculty of Law, University of Lisbon, in the Legal and Economic Sciences area, and worked as a Trainee Junior Lecturer up to July 1999.
Academic activity: 2002: Founder of the Institute for Economic, Financial and Tax Law, at the Faculty of Law, University of Lisbon, he has been a Member of the Board of Directors since its constitution. He has been the Secretary for the Advanced Postgraduate Course in Tax Law since 2001. He teaches the following subjects on the Postgraduate Courses taught by the Institute: Taxes on Equity on the Postgraduate Course in Tax Law; Regulation of Networked Sectors and Electronic Telecommunications on the Postgraduate Course in Regulation and Competition.
1999-2008: Junior Lecturer at the Faculty of Law of Lisbon. Participant in the courses Economics I, Tax Law I, Economic Law I and II, International Economic Relations, Public Finance and Tax Law in 2004-2005, and the course Economic Law II, in 2004-2005 and 2006-2007.
He has also worked with the Institute for Legal and Political Sciences of the Faculty of Law of the University of Lisbon, where since 2003 he has taught the courses on Taxation for Urban Planning and the Environment (Postgraduate Course in Urban Planning and the Environment) as well as with the European Institute in various capacities.
Professional activity: In 2007 he joined the Board of Directors of REN and the Bureau of GALP. He has been a legal advisor of the Research Group of the Chamber of Chartered Accountants since 2001. In July 2001 he became a founder and partner of the law firm "Sousa Franco, Paz Ferreira & Associados, Sociedade de Advogados”, with offices in Lisbon, which became “Paz Ferreira & Associados" in 2005. On 9 November 1995 he was appointed as an Assessor to the Office of the Minister of Finance of the 13th Constitutional Government and Advisor to the Office of the Minister of Finance of the 14th Constitutional Government. He was a member of the Banking Advisory Committee of the European Union from 1995 to 2001, and the Network of Senior Persons for the Introduction of the Euro from the European Commission from 1997 to 2002. He coordinated the Group for the Introduction of the Euro in the Finances of Public Administration, from 1996 until 2001. He formed part of the Working Group on Reform of the Legal Fees of Notaries and Registrars (2003) and the Working Group on Reform of the Law on the Local Business Sector (2006).
He has coordinated various committees and working groups. of particular note being: the Group on International Tax Policy Group for the Ministry of Finance (1996-2001), the Working Group responsible for preparing the Contractual Tax System for International Investment (1997-1999), being responsible for matters relating to the Madeira Free Zone, the Contractual Tax System for Investment, the Tax System for Inland Areas, and the new Code for Stamp Duty, amongst others (1996-2002).
He is a member of the Portuguese Tax Association, as well as the Editorial Board of several specialist journals: “Direito do Ambiente e Urbanismo”; “Fiscalidade”; “Fisco”; “Cadernos Luso-Africanos de Direito”.
